/usr/sbin/sys_check updated to use sys_check version 130.

Version 130 is now the system default version.

New utility, use_sys_check, available as /usr/sbin/use_sys_check. This
utility provides an easy way to set the default version of sys_check to
be used by the system. This tool is useful when multiple versions of
sys_check are installed on the system. For example, to set the default
version to 122, use the command /usr/sbin/use_sys_check 122.
