Why does sendmail change to "reject" status

We're runnning sendmail (8.9.3) and normally all is well and we see the
following listed when we do a ps:

sendmail: accept -bd -q15m -om

For reasons that we're not clear on, every once in a while sendmail is
going into a mode where the machine cannot receive incoming e-mail
messages. When this happens, the ps shows:

sendmail: reject -bd -q15m -om

Can anyone give a pointer to what may be causing this? (Perhaps some
troubleshooting times?) We know that when it happens telnet port 25 is not
being viewed by sendmail. By this I mean if we do a telnet 25, we get a
telnet error message (connection lost, or something like that). Normally we
get a response like:

220 carolina.hops.com ESMTP Sendmail 8.9.3 ..... (a bunch more stuff)

I"m thinking that something has commandeered port 25. Any clues on how to
find out what it might be??
