tcp/ip Applications Not Working after 5.1B Upgrade

Situation: We upgraded our V5.1 A/S 4100 to V5.1B this weekend.
We discovered that when users attempt to execute a command like:

  ssh mail:

the following error message is generated:

  ssh: mail: A system error occured; error code found in errno

The same applies for ftp and telnet commands. If, however, you su
to root, then you can execute the commands.

Users can telnet, ftp or ssh to the systems; but users cannot do anything
outbound.

Any suggestions?
