sendmail 8.12.9 problems

Im wondering if anyone else has run into the following with 8.12.9 on
Tru64 version 5.1. When I start sendmail using the RunAsUser=smmsp
option it complains about permissions on the /etc/mail/aliases file.
 Ive tried changing the owner to smmsp and the group but to no avail.
 The smmsp user has a group of smmsp just like the docs suggest. When I
start sendmail I get:

warning: cannot lock /etc/mail/aliases: Error 0
hash map "Alias0": unsafe map file /etc/mail/aliases.db: Permission denied
dbm map "Alias0": unsafe map file /etc/mail/aliases: Permission denied
WARNING: cannot open alias database /etc/mail/aliases
Cannot create database for alias file /etc/mail/aliases
 

any ideas what Im missing here?
