SSh tru64 to Linux

Folks
 
I am trying to get Tru64 4.0F to ssh to a remote host (Redhat Linux 7.3
running ssh) without entering a password.
I have connected as root and supplied the password. I then transfer the
$HOME/.ssh2/hostkeys/remoteservername.pub to the remote server's
$HOME/.ssh/authorized_keys2 file, creating a new file.
 
Still prompts me for a password. Any Thoughts
