Replication of user group membership

Since migrateing to a new server, Tru64 V5.1a and C2 security
the users group membership is replicated each time we use usermod or dxaccounts.

No errors are displayed and authck finds no error but the groups
command provides output like

users aclharl aclharl aclharl aclmipl aclmipl aclmipl aclhdcl aclmlka aclmlka aclmlka aclrefa aclrefa

and this is confirmed by inspection of the group file.

Any ideas?
