Cluster Performance problem

Hello All,
I have three servers, ES40 running as one cluster
(trucluster) and running oracle8i. When we try to use
CAA to assign an app to one of the servers in the
cluster, it rejects it, yet the other nodes within the
cluster accept it. This started after I noticed a
performance degradation on the cluster, and tried
rebooting it. Any assistance will be appreciated
