Problems with telnet on 5.1B

I just re-installed Tru64 5.1B on an AS 1200 with two logical drives. The only service
not working properly is telnet. After I enter my email and password I receive the
following message:

Too Many users logged on already.
Try Again later

I check inetd.conf and telnet is not commented out. I am able to ftp into the system,
under my login, with no difficulty.

I know I'm missing something, but am not too sure what it is. Any help would be
appreciated.
