This actually required a reboot. The cause had to do with a misconfiguration in rc.config which involved 2 network devices which were configured identically (it appears one was physically replaced in the system with a different variety but never removed from the config set up). There appears to have been a known issue involving xlogin which would cause CDE to become confused. I'm not exactly sure of the details as I never saw the docs that refered to this since they appear to have been internal to hp.
Short summary...just reboot. Or you can buy yourself some time by trying to kill all dt and tt sessions (try '/sbin/init.d/xlogin stop' first).
