prob with addnl users

Hi ,

 Having a problem with addnl users who login using
 telnet from other servers to a DS20 with tru64 v4.0f

 I've done the following :
 
 modified /etc/sysconfigtab - maxusers=512
 
 created additional pty devices in /dev .

 However i get the message all ports in use one
 the number of users , logging in using telnet
 reaches 32 + .
 
 The new pty devices do not seem to be recognised .

 Any advice ,would be greatly appreciated.
