5.1a renumbers scsi buses

I found, when testing OS upgrades from 4.0f to 5.1a, that the SCSI
buses for an external tape drive and disk shelf were renumbered as to order.
That is, you see a dkaxxx drive on the SRM console, which was an rzxx drive
on 4.0f, but when 5.1a comes up, it sees the drive on a different bus
number. Why would 5.1a do this?

This is a major issue when it comes to upgrading from 4.0f because
we create an install.cdf using the 4.0f configuration. I'm afraid that 5.1a
is going to renumber the scsi buses and overwrite the wrong drive when it
does the install. Does anyone know if I can at least count on bus0 being
bus0 on 5.1a?

        Thanks for any input.
