mailx command and -r switch

Admins,

The mailx (1) man page has the following entry.

  -r address
Changes sender's address to address.
The original sender must be a
trusted user.
See sendmail(8) for more information on trusted users.

I have been through the sendmail(8) pages but can find nothing about "trusted users" can anyone help?
