SUMMARY: ubc_minpercent value and performance tuning

Been getting a lot of requests for this, so I'm sending to the list. We
went ahead and recompiled the kernel (had to after making other
configuration changes). We ended up putting the UBC settings back to
default and are looking at other settings.

dbx -k /vmunix
(dbx) pd ufs_getapage_stats

(read_hits / read_looks) * 100 = UBC hit rate
