lmf license issue

I am reinstalling Tru64 on a test machine, and using the same licenses that were on it before. All of them load fine, but when doing an lmf reset, I get: "Not enough units to load OSF-BASE DEC" The units are 15, just like every other server we have. lmf list full says it's enabled, but not active. Any thoughts?
