Well as usual, I'm a dolt.
 
The fix is to just add the hosts to each others /etc/hosts file. Thanks
to Oisin for that. Is there somewhere on Tru64 to turn this behaviour
off?

Two ideas:
i) do you have the ip to name reverse lookup configured for the private
interfaces?
  (Tru64 Unix, on getting a telnet or ftp connection will attempt to
look up the IP address of the client, and get a name. Setting up names
in /etc/hosts or PTR records in your DNS
  will fix the often considerable timeouts.)
ii) routing: perhaps the server is replying, just over the wrong
interface. Check using traceroute from both ends to make sure both know
the same path over the private network.
