setting null passwords

Admins,

        I am working on a script to be ran when a certain user, either an
operator or a like user logs in the script runs dop adduser. The accounts
this user will be creating need to have null passwords. Since I do not want
to give this user dop privilages to the passwd command, how can I set up a
null password without having to edit the passwd file directly? I will
summarize.
