Edit /etc/sysconfigtab add or edit the proc: area to include

max-proc-per-user = 512 (or other number)
maxusers = 512 (or other number) if maxuser is too low.

Also, sysconfig -q proc to review what things are set to now.
And, this doesn't require a kernel rebuild, just a reboot.
