Batch Jobs

I would like to setup a queue in UNIX so that my user's can submit there
jobs to this queue and have it so only 2 jobs can run on each node at a
time. I went into /var/adm/cron/queuedefs to edit the file but I don't
think it is working. How can I look to see if a queue is setup (like in
vms - show que/all). Is there something like this in UNIX?? Any help
would be appreciated.
