delayed login prompt

We have one HP and one Tru64 5.0A.
When I telnet to Tru64 from HP or HP to Tru64, the login prompts quickly.
But when I telnet from PC anywhere on the network, the login prompt delays
for about 5 minutes. Can anybody give me a hint on why is this the
issue.
