Thanks to everyone who suggested areas to look at.
Closest to the mark was Mike Caplin, with:
"Make sure that "portmap" is runing. Try to find someone who is logged-in
already that can be root (in case you have to start it)."
It turns out that portmap has been restarted, to fix another problem.
Portmap was still running, and other services which rely on it were still
working, but for some reason the fact that portmap had been killed then
restarted had prevented the login process from completing. If anyone knows
why it had this effect, I'd be interested to know!
In the end a server reboot fixed the problem.
