Hanging login

We're having a problem on a Tru64 5.1A (PK2) server, where no one is able to
login.

Existing sessions are running fine. I can't see anything obviously wrong.
But whenever someone tries to login to the server, whether via telnet,
rlogin or ssh, the login session hangs immediately after reporting the last
successful and unsuccessful logins.

Eg.:

And there it hangs, not coming back.

Commands run via rsh from other servers are running ok. ftp to the server
also works, so it doesn't appear to be an authentication problem.
The lucky users who are logged in can open new shells ok, so there is no
problem with starting a shell.

Has anyone seen this sort of behaviour?

I guess I can probably fix this Microsoft-style, with a reboot, but I want
to avoid that if possible.
