Root password expired

Hello All

We are facing problem in our AlphaServer 100 with Tru64Unix 4.0F.The
problem is all the user account's including root have expired.We have C2
Security enabled and we have set expiration date for password to be 1
month.I have checked the archieve but problem is not solved by
implementing the soln.

The present scene is no one (including root) is able to login into the
system. After entering password it again comes to login prompt(CDE).

I have tried the following things

1. >>> b -fl s
2. >>> bcheckrc
3. >>> passwd root
       After entering the above command it displays the following
message
       "Password Can't be changed. Password has expired."
       After that it comes to the "#" prompt again.

4.Also tried #usermod -x administrative_lock_applied=0 root
 
5 . Edit the /tcb/files/auth/r/root .But I couldn't file any field
u_pwd=<>
    or u_succhg#<timestamp....> as described in the mailing list
archieve.
    

Please help.
