Network problems

We are presently experiencing problems when connecting a new device to
our network. We know the unit that is causing the problems (It's a
Nortel phone system), but can't idenitify the fault. When pinging
devices on the same sub-net we are seeing errors as follows. Can anyone
tell me what the error means ?

64 bytes from 129.9.1.170: icmp_seq=10 ttl=58 time=46 ms
64 bytes from 129.9.1.170: icmp_seq=10 ttl=57 time=47 ms (DUP!)
64 bytes from 129.9.1.170: icmp_seq=10 ttl=58 time=52 ms (DUP!)
64 bytes from 129.9.1.170: icmp_seq=10 ttl=57 time=60 ms (DUP!)
64 bytes from 129.9.1.170: icmp_seq=11 ttl=58 time=37 ms
64 bytes from 129.9.1.170: icmp_seq=11 ttl=57 time=41 ms (DUP!)
64 bytes from 129.9.1.170: icmp_seq=11 ttl=58 time=48 ms (DUP!)
64 bytes from 129.9.1.170: icmp_seq=11 ttl=57 time=51 ms (DUP!)

loss
round-trip (ms) min/avg/max = 28/64/171 ms

If we disconnect the new device the errors stop. Our supplier tells us
that the device is installed and configured correctly.
