can not obtain information from this terminal

I upgrade internet express to 5.9 and I have a problem

Every time any user telnet or pop or ftp ...etc

I get this message "cannot obtain information from this terminal" , I
have the solution but it getting back every time I fix it

Solution restore /etc/auth/system !!!!!!all the directory I over write
it and it work but getting back after some time.

Any idea ? do I need to rebuild the kernel for ttys.....?????
