Remote access issues after reinstall

I've just done a fresh install of Digital Unix 4.0e on an
AlphaStation 255. For the life of me, I can't get remote access:

My guess is a licensing issue. I've restored the lmf folder and when
I invoke lmf the output for what I think is relevant is:

OSF-BASE active unlimited
OSF-SVR active unlimited
OSF-USR active umlimited

I'm stuck and people are getting really unhappy. Any ideas?
