Paul gave me the url ftp://ftp.gnu.org/gnu/patch/
of a version of patch that he used

Tom pointed out that HP/Compaq is supplying an old
version of patch that does not work so good.

So, I installed it and then the patch worked fine

And lo and behold my make problem with rsync
vanished as well.
