Solution

Read the comments in /usr/include/prot.h (grep for NULL_PSW)...

Then modify the "d_null_psw_prompt" value in the
/etc/auth/system/default file

Some things never made the man pages due to lack of time when the
functionality was added...

Adding a d_null_psw_prompt#1 to the defaults database fixed the problem!
