FTP UMASK question 5.1

I give , where is the umask set when using FTP on Tru64 5.1 with ENHANCED
SECUTIRY set? Certainly it doesn't use default of 022 or pick it up from
/etc/profile or users profile.

I know umask for FTP using C2 /Enhanced Security sets different defaults
from system accounts. What are these and more importantly where do they
get set?
