Tru64 licensing

Having just inherited the administration of many Alpha systems running Tru64
4.0f and 5.1a I have a basic question about licensing - please forgive my
ignorance.
 
Are the license pak certificates in any way tied to the physical hardware
(i.e. in the jumble of license information on the certificate is the system
S/N buried)? Can I simplify my administration by using the same license keys
on different systems? Do Tru64 systems broadcast or announce their licenses
to other Tru64 systems in anyway? Is there any easy way to query the license
information remotely?
