CNX MGR problem

I have a pair of clustered GS80s, one was taken down for maintenance
today and is failing to come up and spiting the following out to
console:

CNX MGR: cannot form: quorum disk is in use. Unable to establish
contact with members using disk.

Any clues what to do to fix this? Thanks for any help you might be
able to provide.
