Setting permissions to /tmp during startup

Hi Managers !!

We have a Tru64 5.1 machine, I observed that every time the system comes up,
the permissions for the /tmp is reset to 755.
I would like to know where can I change the permission settings so that when
the machine comes up /tmp is set to 777
