open-max problems

Hello Managers,
                My ES40 running Tru64 4.0F patchkit 6 .
was rebooted today and after that I 'm geting problems with my samba and
mysql servers

samba version 2.2.3a and older 2.0.7 give the same error
The log files says
[2002/05/21 18:01:31, 1] smbd/files.c:file_init(216)

and my mysql server version 3.23.49 ( binary from mysql)
020521 18:39:17 mysqld started
020521 18:39:18 Warning: setrlimit couldn't increase number of open
files to mo
re than 4096.

Is there a way I can raise the values in proc
 open-max-soft / open-max-hard .

If I'm looking at a wrong place please let me know .
