If I may quote Dr. Blinn:

"Look at /sbin/it.d/bin/load_usr_pak which replaced the older version.
Probably in V5.x. I believe the implicit user license provided with
the base OS license is now for four users, not two. At least, that
is what it loads as in V5.1A."
