ssh tunnelling.. more info

My bad.. I was being an enduser.. should have included more information.

I setup an outgoing tunnel using SSH.com's ssh windows client.

Listen port 23, TCP
Destination Port 23

Then I try to telnet to localhost on port 23, and at that point the server
disconnects the ssh session.

I also tried setting:

Listen port 22, TCP
Destination Port 22

Listen port 21, TCP
Destination Port 21

Which obviously is FTP.. same results. Disconnect of the ssh session.

After getting SSH working i'm trying to setup tunnelling. Everytime I try
to connect the the ssh program doing the tunnelling, I get a Remote
disconnect. (I've tried several SSH programs with the same results). The
logfile on the server says:

sshd2[806204]: Local disconnected: Connection closed.
sshd2[806204]: connection lost: 'Connection closed.'

Was there a configuration setting in SSH I didn't see?
