Problem with "setld -l" and java on a cluster

Greetings! We have a 2 node lan-interconnect cluster, running
tru64 v5.1a. We are trying to install:
        JAVA131
        JAVADEV131
        JAVADOC131
from the compaq site onto the cluster. We are using setld
on one node of the cluster. The install seems to work on that
node, the packages show up as "installed", but it tries to
load onto the other member and fails, error is:

Could not remotely run setld -C on [our-other-node] for JAVA131 JAVADOC131
JAVADEV131

and on the secondary node the packages show up as:
JAVA131 member loaded Java 1.3.1-2 Environment (General Applications)
JAVADEV131 member loaded Java 1.3.1-2 Development Environment(Software
Development)
JAVADOC131 member loaded Java 1.3.1-2 Online Documentation (Documentation
Kit)

I've been told that while doing the install you get a "connection refused"
message, which makes us wonder if it's trying to do an rsh, which is
naturally turned off (security reasons) in inetd.conf.

Can anyone provide any insights into this issue?
