Thanks to Dr. Blinn's information. Here is his recommendation:

As far as I know, you are not supposed to issue a "crash" command
after a "normal" shutdown -- it's for getting a crash written if
you had an abnormal failure, e.g., the system was hung and you
used the "halt" feature to force it into the console. I suspect
that if you use the "crash" entry point after a normal shutdown,
you get into a code path that loops, but I can't prove that.
My advice is "don't do that, it doesn't work".

Here is my original question:

An AlphaServer 4100 was shutdown (by #shutdown -h). While in console mode,
issued >>> crash command. Console responds as:

CPU 0 restarting

I waited for about 10 minutes, nothing happens.
