Ultra 450 SCSI Target ID problem

Hi. Gurus

I have old Ultra 450 system. (Not Ultra Enterprise) with 4 slot scsi
back plane and one 36GB SCSI disk. When I inserted disk in bottom of
left side scsi slot expecting disk is target 0 (/pci@1f,4000/scsi@3/sd@0,0)
but it shows me target 15. (/pci@1f,4000/scsi@3/sd@f,0)

what's the problem? bad disk or bad backplane or something else?
