who both said - upgrade to 1.2.1, try again, and then seek help on
the gnupg-users list archives at lists.gnupg.org,
where I am likely to fid more gpg experts. Details below

Thanks
These are great leads and make a lot of sense.

You very definitely want to use the latest version instead - 1.2.1.
There were a number of important changes after 1.0.6. Please check out
 the 1.2.1 release announcement at
 http://lists.gnupg.org/pipermail/gnupg-announce/2002q4/000256.html
and, more importantly, the 1.2.0 release announcement at
 http://lists.gnupg.org/pipermail/gnupg-announce/2002q3/000252.html

There was a long list of changes between 1.0.6 and 1.0.7. Please refer to
 http://lists.gnupg.org/pipermail/gnupg-announce/2002q2/000251.html
 for details.

Do the upgrade and try again. The interoperability problems should
disappear, but if they don't, the gnupg-users list archives at
lists.gnupg.org
 should help.

You should try the gpg mailing list for this kind of question; you'll
probably get a better answer.

However, I'd suggeste using gpg with "-v" and look at the verbose
information for better clues. There are a wide range of things that
could be wrong and without knowing how you generated your keys, it's
hard to really offer any good suggestions. Do you have a transscript of
the command that gives you the error?

You might also want to try upgrading to the current version of gpg which
offers a bunch of new features. You need to be aware that the format for
keyrings changed in version 1.2.0 and once you convert a keyring from
1.0.7 to version 1.2, it can't be converted back.
