file access question

I have a situation where a user is trying to do something that causes a file
system to fill up and then stop the process. As the user does not complain
I am at a bit of a loss as to what they are tyring to do. My question is:
is there any way of watching for writes to a given file system so that I can
work out what and who is doing this?
