Follow up:
Some excellent guesses, however none was really what happened.
A while back this host had Services For Unix, by Microsoft, installed
on it. In so doing, the install put a pam module that handles
"Syncronizing unix passwords with Active Directory."
This module, pam_sso.so, was attempting to syncronize to a
server that does not exist any more. Thus, the timeout
(was configured to 90 seconds) waiting when /bin/passwd
was run.
Removing the Services For Unix package of course fixed the problem.
