useradd/passwd fails; cannot log in

Hi all,

I have a weird problem here. My procedure for creating user accounts
and changing passwords for whatever reason no longer works on one
machine. I do

useradd -m -s /bin/tcsh <username>
passwd <username>

I get no error messages while doing this. Everything seems normal. I
get an entry in /etc/passwd, /etc/shadow,... However, when I try to log
in I get

bash-2.05a$ ssh -l <username> <www.somehost.de>
<username>@<www.somehost.de>'s password:
Permission denied, please try again.
<username>@<www.somehost.de>'s password:
...

This is no typo, I tried it several times. Any ideas what is going on
here?
