Need users to su but not telnet

Hello all:

I need to have this capability of not allowing some users to telnet but
su to it.

For example, we have two users, usera and userb. Only usera should be
allowed to telnet and userb not. But once usera logs in, it should be
able to su - userb.

I vaguely remember this can be done, but nothing more in the direction as
to how.

Please help.
