Cannot telnet or FTP to box, but can ssh

Hello,

     I have a SPARC20 running SunOS 5.6 and there is a problem with the inetd.
You cannot telnet or FTP to the machine, but you can ssh to it. Once on the
server, you can telnet or ftp from it but you still cannot telnet or ftp TO the
machine.

     I tried kill -HUP on inetd and runnning /etc/rc2.d/S69inet start and no
luck. Do you have an idea why all of a sudden we cannot telnet or ftp to this
box? It's been running fine for some time ad the roblem has just shown up.

     Using lsof, telnet seems to be available...

COMMAND PID USER FD TYPE DEVICE SIZE/OFF INODE NAME
inetd 146 root 5u inet 0xf5f8c8d8 0t0 TCP *:telnet (LISTEN)
