FTP error: Can't build data connection....

   Hi,

   I'm having problems with my ftp service, sometimes (in an
unpredictable way) the ftp client is displaying the message:
   ftp> ls
   200 PORT command successful.
   425 Can't build data connection: Address already in use

   The environment is:
   - Solaris 7 (last cluster of patches applied)
   - Ftp server: proftp (tried wu-ftp and the I got the same error)
   - tcp_time_wait_interval is 30000 (configured using ndd, I didn't
reboot the machine)
   - ftp clients are under Solaris and windows
   - There's over 5000 connections to ports 20 and 21 in any state
(established, time_wait)

   Any suggestions?
