Exceed setup for Solaris 8

I have installed Exceed to connect SUN from PC on windows 2000.
REXEC(TCP/IP) is running without any problems. However I can not
connect dtlogin window.
I have configured Xconfig -> Communication ->
Mode=XDMCP-broadcast
and Edit xdmcp.txt file
On solaris I run snoop command to see network traffic between
sun and pc.
The messages is the following:

# snoop 10.0.0.14 10.0.0.102
Using device /dev/hme (promiscuous mode)
inthost102.gantek.com -> leopard UDP D=177 S=1179 LEN=15
     leopard -> inthost102.gantek.com UDP D=1179 S=177 LEN=55
inthost102.gantek.com -> leopard ICMP Destination unreachable (UDP port 1179 unreachable)
