High de on vmstat

I have a E4500 running Solaris 8 with 4GB Ram and 4 CPU's. System is
really busy, vmstat shows the "de" column very busy with lots of pi and
po on the server. Can someone define de a little better than the man
page. "sr" is always 0. Do I need more ram? More CPU? Server is
utilized a a Oracle Database with 9 Oracle 8.1.7 instances.
