Problem booting V480

I am trying to build a V480 based upon what is loaded on another V480 which
is up and running. I booted from CD into single user and sliced up the boot
disk. I then used ufsrestore to restore the filesystems from tape and ran
installboot to add the bootblock. Now when I boot the V480, I end up at an
OK prompt. It looks like root mounts, but /usr does not. I have verified
the slices in /etc/vfstab and ran fsck on all of the slices.

Any ideas on what step I am missing here?
