openssh + forced password expiry + login

Hi Managers,
I have a problem with my installation of openssh here. I currently have the
password expiry option set on one of our boxes.
When I use the command passwd -f <username> to force to user to reset their
password I get the following using telnet:

login: plennon
Password:
Choose a new password.
Enter login password:
New password:
Re-enter new password:
telnet (SYSTEM): passwd successfully changed for plennon

When I do the same thing with ssh i get kicked out when i enter the original
password.

I know this was an issue in previous versions of openssh. Is it still not
supported?

I am using OpenSSH_3.5p1 pre-complied from sunfreeware.com, and Solaris 8
Patch Level 17.
I have set all the obvious options like UseLogin yes, but to no avail

All suggestions welcome...
