sendmail question

Managers,
            I am running sendmail 8.11.2 and am having a large number of
emails queued for later delivery. Eventually the emails timeout and get
dumped. In my queue directory, if I do a "grep "^M" q*" to get the
reason that the messages were queued, all of them say "Mhost map:
lookup (foo.whatever.com): deferred", where foo.whatever.com changes
depending on the machine to which delivery was attempted. The machine
(foo.whatever.com) is always the recipient of the email. Does this
message indicate that sendmail tries to find the host in a map, and when
it does not find it, it queues it for later delivery?
