David provided an excellent script which suffices my requirements.
Here is an extract from his mail ..

I have a script which stores an old copy of the encrypted passwords and
does the following:

on the first of the month it checks the current encryptions against last
month's and emails anyone who has not changed their password.

on the seventh of the month it reminds those who still have not changed
their password.

on the fourteenth of the month it locks the account of the stubborn
users.

Andrew suggested to use npasswd, which I am yet to test.
